                  Constitution and By-Laws of the Washington Association of School Social Workers

                  *ARTICLE I*
                  *_Name_:* The name of the organization shall be the Washington Association of School Social Workers

                  *ARTICLE II*
                  *_Jurisdiction_:* The territory over which this organization shall have jurisdiction shall be the State of Washington

                  *ARTICLE III*
                  *_Purpose_:* The purpose of this organization shall be the promotion and development of school social work in Washington through involvement in coalitions, monitoring SPI plans, maintaining communication with other professional groups, being active in pupil personnel organizations, having representatives on various state organizations and committees, and will not be aligned with any political party or organization.

                  *ARTICLE IV*
                  *Membership*
                  *_Section 1. Full Membership_:*A person who is certified by SPI to be a school social worker and is employed by a Washington State school shall be eligible for full membership.Retired or unemployed school social workers shall qualify for full student membership rates.

                  *_Section 2.Associate Membership_:*** Any person who is interested in supporting the purpose of WASSW is eligible for associate membership.Associate members are non-voting members and are not eligible for full office.

                  *_Section 3.Student Membership_:*Any person pursuing an undergraduate or graduate social work degree with an interest in School Social Work is eligible for student membership.Student Members are non-voting and are ineligible to hold an office in the organization.

                  Memberships runs for one full year.

                  *ARTICLE V*
                  *_Officers_:*All officers shall be current full members of the organization.

                  *_President_:*** The President shall call meetings of the Board, plan agendas, coordinate activities, and prepare correspondence on behalf of the organization during a two year term.The President shall serve a third year as Past President in an advisory, non-voting capacity to the Board.

                  *_Vice President_:*** The Vice President shall support the duties of the President as directed.The Vice President shall serve as liaison to NASW, SSWAA and other professional organizations.The term of this office shall be two years.

                  *_Treasurer_:*Maintains all financial records of the Association, pays bills and collects receipts.The term of this office shall be two years.

                  *_Secretary_:*Takes minutes of meetings, provides copies of minutes to Board and keeps copies of all correspondence.The term of this office shall be two years.

                  *_Program Chairpersons_:*** There shall be two Program Chairpersons who will plan all conferences and serve two year terms, with on position being elected each year to provide continuity and experience.

                  *_Membership Chairperson_:*** The Membership chairperson shall be responsible for membership information, recruitment and promotion.The term of this office shall be two years.

                  *_Member-at Large_:* The Member-at-Large shall coordinate promotion activities and publicity projects. The term of this office shall be two years.

                  *_Member-at Large/Representative to WEA_:*The term of office as liaison to WEA shall be for two years.

                  *_Member-at Large/Representative to PEAB_:*The term of office as liaison to WEA shall be for two years.

                  *_Elections_:*** The positions of President, Treasurer, one Program Chairperson, Membership Chairperson, Member-at-Large shall be elected in even years.The positions of Vice-President, Secretary, Member-at-Large/Representative to WEA, Member-at-Large/Representative to PEAB and the second Program Chairperson shall be elected in odd years. __

                  *_Responsibility_:**
                  * The Board's responsibility to the membership is to:
                  1) Meet on a regular basis;
                  2)Inform the membership of the Board's activities on a regular basis through periodic newsletters and the President's reports;
                  3)Have minutes available for inspection;
                  4)Select representatives to various state organizations and committees;
                  5)Organize telephone trees, as necessary;
                  6)At least annually provide a practice oriented professional growth workshop. Notwithstanding any other provision of these articles, the organization shall not carry on any other activities not permitted to be carried on by an organization exempt from federal income tax under Section 501(c)(3) of the Internal Revenue Code. Board decisions will be based on a majority vote of the members present at formal Board meetings.Fifty percent of the elected Board members will constitute a quorum.

                  *ARTICLE VI*
                  *_Meetings_:*This organization shall have one annual meeting.A simple majority of those in attendance shall constitute a quorum.

                  *ARTICLE VII*
                  Dues and Finances:There will be regular dues for this organization as follows:
                  1.$50.00 annually for full membership
                  2.$35.00 annually for associate membership
                  3.$20.00 annually for student membership

                  Any changes in dues will be recommended by the Board to the membership at the annual conference.A majority of those in attendance will decide if dues are to be changed.

                  The WASSW Board will have the power to disburse funds for promoting and developing School Social Work in the state of Washington.In the event that WASSW is dissolved, all available funds will be disbursed for the promoting and development of School Social Work to a non-profit fund, foundation, or corporation which has established its tax exempt status under Section 501 (c)(3) of the Internal Revenue Code.
